Within the framework of the ROMACTED Programme “Promoting good governance and Roma empowerment at local level”, a Joint Programme of the Council of Europe and European Union (DG NEAR), the Council of Europe is launching a call for proposals for grants for Support Organisations.

The programme will be implemented by the Council of Europe’s Support Team of the Special Representative of the Secretary General for Roma Issues and the Office of the Directorate General of Programmes in seven (7) beneficiaries in the Western Balkans and Turkey.  

The programme aims to co-fund projects to assist Support Teams in those beneficiary countries in the implementation of the ROMACTED methodology, with the ultimate goal of building up political will and understanding of Roma inclusion at local level.

Applicants are required to propose a Focal Point within this call for proposals.

ROMACTED, “Promoting good governance and Roma empowerment at local level”, is a Joint Programme between the European Union (DG NEAR) and the Council of Europe.

The Programme is implemented by the Council of Europe’s Roma and Travellers Team and the Office of the Directorate General of Programmes in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia, and Türkiye.

The Phase I of the Programme was implemented in the period starting from 1 May 2017 until 31 December 2020.

The Phase II is implemented from 1 January 2021 until 31 December 2024.

In addition to the Strasbourg-based team, the Programme has project staff in the Council of Europe offices in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye, and a national support team in each of the Beneficiaries.

*This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo Declaration of Independence.
