Back Training for staff from the Montengrin Constitutional Court on case law of the European Court of Human Rights

On 27-28 November an “on the job” training for advisers of the Montenegrin Constitutional Court took place, focusing on improving the structure of draft rulings and quality of reasoning in line with the European Court of Human Rights’s jurisprudence.

The training was designed and delivered following the expert recommendations provided in the analyses of the constitutional court´s decisions, developed under this action. The work on the preparation of case files is the prerequisite of a quality and balanced decision, therefore a continuous training of constitutional court advisors should be a priority of this institution.

In that regard the “on the job” training was focused on techniques of examining violations as well as on European Convention on Human Rights standards, to enable the staff to more effectively overcome and recognise problems requiring reaction and to improve the quality of reasoning.

The training was organised under the joint initiative of the EU/Council of Eruope Horizontal Facility Action “Fighting ill-treatment and impunity and enhancing the application of the European Court of Human Rights case-law on national level”.
