European Commission for the Efficiency of Justice international expert Harold Epineuse is accompanying an Albanian delegation of 14 participants, including courts chairpersons, specialists in judicial statistics, the head of the IT Unit at the Ministry of Justice and a chief inspector from the High Council of Justice of Albania, on a study visit to Tallinn, Estonia from 6 to 7 November 2018.
The aim of the visit is to learn best practices from the Estonian model as the initiative was awarded the Crystal Scales of Justice Prize for the process of establishing an efficient case management system and therefore to better accompany the Albanian judiciary in implementing an effective case management system (ICMIS). Participants will attend presentations about the Estonian court system, how to convert effectively to paper-free processes and will also visit the E-showroom where they will be given an overview of the country’s e-government achievements so far.
This activity is organised in the framework of the “Strengthening the Quality and Efficiency of Justice in Albania II” Action “Strengthening the efficiency and quality of the justice system in Albania”, which is part of the programme "Horizontal Facility for the Western Balkans and Turkey", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
