Agency for the Treatment of Property enhances public communication

Under the European Union and Council of Europe joint Action Improving the protection of the right to property and facilitating execution of ECtHR judgments in Albania (D-REX III), 20 senior staff from the Agency for the Treatment of Property (ATP) completed a two-day peer-learning workshop focused on improving communication with citizens. Using real cases and recurring public questions, participants developed practical interventions to address compensation procedures, application backlogs and unresolved claims during their daily work. They reviewed internal communication processes, identified inconsistencies, and drafted a simple, coordinated approach to ensure clear, consistent and plain-language responses. These guidelines will make it easier for citizens to understand their rights and to receive answers related to property rights.

Following the March 2025 amendments to the Law no. 133/2015 “On the treatment of property and completion of property compensation process”, which extended deadlines for reviewing and executing pending compensation applications, the demand for clear and reliable information has increased. By supporting improved workflows and promoting communication principles, the European Union and Council of Europe are helping the Agency for the Treatment of Property respond more coherently, reduce confusion, and strengthen public trust in property rights administration.
