Developing statistics and dashboards in Kosovo* justice system

The action "Strengthening the Quality and Efficiency of Justice in Kosovo* (KoSEJ) and the USAID-funded project ‘Justice System Strengthening Programme’ (JSSP) formulated three important recommendations to the Kosovo Judicial Council and Kosovo Prosecutorial Council on how to develop statistical reports and dashboards that will monitor the performance of courts and prosecution offices efficiently. These statistical reports and dashboards will be generated by the new case management system (CMIS) currently being deployed in the Kosovo justice system.

One of the recommendations is to monitor, as a priority, the cases pending in the courts (and how old they are) as well as the reasons why hearings are postponed in order to prevent excessive length of court proceedings. Another recommendation pertains to the reliability of the data. Internal and external auditing should be undertaken to ensure that the data are as reliable as possible to avoid that statistical reports and dashboards are based on wrong data.

The action "Strengthening the Quality and Efficiency of Justice in Kosovo*" is part of the second phase of the "Horizontal Facility for the Western Balkans and Turkey" programme, funded by the European Union and the Council of Europe and implemented by the Council of Europe.
