Geri State prosecutors from Montenegro attended the International Expert Meeting on Juvenile Justice

The two state prosecutors from Montenegro took part in the 21st Expert meeting „The Child – A Means of Evidence” which was held in Ljubljana, on 13-14 April. The meeting gathered legal practitioners and members of other services dealing with children, including social and medical services, and was dedicated to the protection of best interest of children who are victims of crime.

Participation at that meeting provided an opportunity for prosecutors from Montenegro to learn about European standards and best practices pertinent to juvenile justice, and the jurisprudence of the European Court of Human Rights in cases regarding the offences against children. The functioning of the Barnahus-modelled Children’s House in Ljubljana was presented, and its co-operation with police and prosecution authorities was illustrated through concrete cases.  

At the margins of the Expert Meeting, Senior Project Officer from Council of Europe Programme Office in Podgorica and the state prosecutors from Montenegro had meetings with representatives of the Ministry of Justice of the Republic of Slovenia and with the Department for the Investigation and Prosecution of Official Persons Having Special Authority at the State Prosecution Office of Slovenia. The main topics of the meetings concerned torture prevention, accountability, and redress.

During the meetings, the Slovenian model of fight against torture was discussed to provide guidance on effective implementation and good practice on how to prevent torture and cruel, inhuman or degrading treatment or punishment, including through the establishment of accountability mechanisms. With a view of recently signed Memorandum of Co-operation between Associations of State Prosecutors of Montenegro and Slovenia, prosecutors from Montenegro and Slovenia discussed concrete ways of strengthening the existing working methods to ensure  that victims of torture and ill-treatment have access to justice and to full reparation.

The activity was organised with support of the action "Strengthening accountability of the judicial system and enhancing protection of victims' rights in Montenegro" which is part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye.”
