Нақшаи чорабиниҳои мазкур барои дастгирии ин иқдомҳо равона шуда, ба таҷрибаи Комиссияи Аврупо оид ба демократия тавассути ҳуқуқ (Комиссияи Венетсия), асосан бо такя ба Феҳристи санҷишии Волоияти ҳуқуқ равона гардидааст (Феҳристи санҷишии Волоияти ҳуқуқ соли 2016 қабул шуда, рӯйхати мукаммали меъёрҳоро пешниҳод мекунад, ки метавонад ҳамчун роҳнамо ҳангоми гузаронидани ислоҳот хизмат кунад) Ақидаҳо ва тавсияҳои қаблии Комиссияи Венетсия, инчунин, натиҷаҳои Платформаи ИА оид ба волоияти ҳуқуқ дар рафти татбиқи Нақшаи чорабиниҳо ба назар гирифта шудаанд.
