CEPEJ pilot courts in Moldova take steps to improve users’ satisfaction

Six pilot courts from the Republic of Moldova follow up on a court coaching programme put in place by experts of the European Commission for the Efficiency of Justice (CEPEJ) within  the Project "Strengthening the efficiency of justice and support to lawyer’s profession in the Republic of Moldova".

In particular, the pilot courts implement satisfactions surveys for court users, lawyers and court staff, as part of the courts’ strategy to improve the quality of judicial services. The National Institute of Justice of Moldova takes an active stance in the process of conducting the satisfactions surveys.

In the period 1-4 November 2016, a satisfaction survey for lawyers was launched in the Chisinau Court of Appeal and another for court users in the Rascani District Court of Chisinau Municipality. Both surveys are implemented through the interview method, on the basis of questionnaires recommended by CEPEJ experts and adapted to the needs of the pilot courts, as well as to the peculiarities of the national judicial proceedings, language etc. Trainees and staff of the National Institute of Justice contribute to the surveys in the role of interviewers. Therefore, future judges have the possibility to learn through active involvement the tools used by modern judiciaries for the purpose of measuring and improving the quality of services. The results of the surveys will be analysed by the end of 2016 and actions in response to the concerns or needs exposed by users will be implemented. The achievements of the pilot courts in this regard will be taken into consideration for dissemination of good practices and regular implementation of satisfactions surveys in all courts of Moldova.
