A legal opinion on the Ukrainian draft Laws: “National Police” and “Internal Affairs Bodies” have been prepared by international experts, Mr Ralph Roche and Mr Francesc Guillen Lassierra. The legal opinion contains in-depth analysis of the key provisions of both draft laws and recommendations for their amendments in compliance with the European human rights standards, European code of police ethics and best practices in the field.

The legal opinion was given to the Parliament Committee on Legislative Support of Law Enforcement so that the recommendations could be taken into account in the amendeded version of the Ukraine law “National police” that was adopted on 2 July 2015 as well as other related legislation.

This legal opinion was prepared in the framework of the Joint Project between the European Union and the Council of Europe 'Strengthening the Implementation of the European Human Rights Standards in Ukraine'. This project is part of the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus, funded by the European Union and the Council of Europe.
