Georgian Bar Association legislative and regulatory framework

The Council of Europe has provided expertise to identify gaps in the Georgian Bar Association legislative and regulatory framework. Two European experts provided a thorough assessment of existing legal framework and presented recommendations. Primary aim of these recommendations is twofold: firstly to harmonise national legislation with international standards and secondly to eradicate gaps in the rules.

The round table took place in Tbilisi on 7 October. The Council of Europe experts, Mr Rytis Jokubauskas and Mr Jos Uitdehaag presented their findings, vision and experience based on the European best practices. As a result, the recommendations fell into 2 main categories: the ones that would require Parliamentary approval and the ones that could be adopted by the Georgian Bar Association’s General Assembly. A member of Parliament, Mr Zakaria Kutsnashvili, welcomed the  majority of the suggested amendments and offered his support in lobbying the issue at the legislative body. President of the  Georgian Bar Association, confirmed that core recommendations would be presented at the General Assembly of the Georgian Bar Association on 24 October. The Council of Europe will continue to closely follow the implementation of the experts’ recommendations.

This roundtable took place under the EU/CoE Joint Project "Support to the Georgian Bar Association" which is funded by the Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus. The Council of Europe and European Union are working in partnership with Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus to help them meet European standards in human rights, democracy and the rule of law and improve the lives of citizens.
