Ўрта Осиё ўлкалари ижтимоий турмуши ва давлат бошқарувининг аксарият соҳаларида уларнинг географик яқинлиги, умумий тарихи ва қисман ўхшаш ижтимоий, иқтисодий ва сиёсий шароитлари туфайли бир хил муаммоларга дуч келади. Бу умумлаштирувчи хусусиятлар ҳуқуқ устуворлиги дастурининг минтақавий кўламини ташкил қилишни ва ушбу муаммоларни ҳал этиш бўйича минтақавий тадбирларни ўтказишнинг ўринлилигини кўрсатади ва бунга эҳтиёж туғдиради.
Минтақавий ташаббуслар турли ўлкаларда айни соҳаларда фаолият юритувчи мансабдор шахслар ва мутахассислар ўртасида алоқаларни ўрнатиш ва минтақада қабул қилинган илғор тажриба алмашинуви учун ажойиб имкониятларни намоён қилади.
