Европа ва Ўрта Осиё ўртасида умумий ҳуқуқ маконини яратишга кўмаклашиш ва инсон ҳуқуқлари муҳофазаcини кучайтириш

Европа (Континентал) ва Ўрта-осиё ҳуқуқ тизимлари тарихан умумий илдизга эга, улар кўп тарафлама ўхшаш бўлиб қолаверади. Бу амалнинг стратегик мақсади европа ва ҳалқаро стандартлари асосида Европа ва Ўрта Осиё ўртасида умумий ҳуқуқ маконини яратиш жараёнини бошлашдан иборат. Бу амал икки бири бирини тўлдирувчи компонентлардан таркиб топган: Европа Кенгаши Конвенцияси тўғрисида хабардорликни ошириш ва инсон ҳуқуқлари муҳофазасини таълим йўли ила кучайтириш. Сўнгги компонент инсон ҳуқуқлари (HELP) соҳасида ҳуқуқшуносларни ўқитиш бўйича Европа Кенгаши дастури доирасида амалга оширилади.

ЕВРОПА КЕНГАШИ КОНВЕНЦИЯЛАРИ ТЎҒРИСИДА ХАБАРДОРЛИКНИ ОШИРИШ

Европа Кенгаши конвенцияси инсон ҳуқуқлари, демократия ва қонун устуворлигини мустаҳкамлаш, шунингдек умумевропа даражасида ва унинг ташқарисида умумий ҳуқуқий маконни ташкил қилиш учун асосий ҳужжат бўлиб саналади. Шунинг учун, Ўрта Осиёда ҳукуматнинг маҳаллий органлари ва фуқаролик жамияти субъектлари орасида Конвенция тизимини тўғри тушуниш ва самарали жорий қилишга кўмаклашиш муҳимдир. Амал ва тадбирлар доирасида, ва ҳар бир ҳамкорнинг манфаатлари ва афзалликларига боғлиқ ҳолда, минтақа ва маҳаллий даражадаги қуйидаги фаолиятлар ташкил қилинган:

  • Қонунчилик шарҳи ва баҳоловлари;
  • Тавсиялар ва нашрларни тайёрлаш;
  • Ўзаро фикр алмашинувлар, конференциялар, семинарлар, ишчи гуруҳлар ва бошқ.
