Ova tematska oblast će se fokusirati na zatvore i policiju (uključujući ljudska prava u policiji, zdravstvenu zaštitu u zatvorima i zaštitne mjere protiv mučenja i zlostavljanja), standarde ljudskih prava u pravosuđu (usmjeren na jačanje primjene evropske sudske prakse Suda za ljudska prava), efikasnost pravosudnih sistema (sa fokusom na analizu pravosudne statistike za optimizaciju sudske administracije) i / ili pravnu saradnju (koja će se koncentrisati na povećanje individualne nezavisnosti sudija i tužilaca i odgovornost pravosudnog sistema).

Modernising Kosovo's Prosecution System: Digital Tools for a Stronger Justice

Petrit Kryeziu, Chief of the Basic Prosecution Office in Prizren, uses the Case Management Information System (CMIS) to manage his caseload and generate the new decision templates. These decisions templates, recently integrated into Kosovo*’s judicial system, simplify and streamline prosecution workflow across the country. Developed with the support of the European Commission for the Efficiency of Justice (CEPEJ), these updated templates replace previous forms, ensuring greater consistency and relevance in daily documentation and tasks.

The new tools are helping Petrit and prosecutors across Kosovo manage cases more efficiently, improve communication within their offices, and strengthen the overall quality of judicial processes. “The templates have directly influenced the facilitation and acceleration of the drafting of procedural acts, the increase of accuracy, and the avoidance of errors. Their contribution to the unification of official documents is irreplaceable," Kryeziu explains.

The initiative began with a CEPEJ expert mission back in March 2025, prompted by consultations with local justice professionals who identified the need for updated justice tools. In June 2025 a CEPEJ-supported workshop dedicated to drafting the templates was conducted in Pristina. After that, the tools were piloted at the Prizren Basic Prosecution Office. Following the successful piloting, the templates were officially adopted by Kosovo’s justice sector and rolled out to all prosecution offices, making them accessible to every prosecutor.

When we first started using them as part of our daily activity, we realised how useful they are. Now I can admit the implementation was successful and the tools had a direct positive impact on the daily work of prosecutors”, underlines Kryeziu.

The results so far are very encouraging: over 4,000 uses by 186 prosecutors as of May 2026, just a few months after the implementation of these tools across the Kosovo justice system. Legal experts and practitioners highlight that the updated templates allow the automatic processing of the data entering in the system, reducing the risks of mistakes or duplications and improving accuracy of the information in the system.

The adoption of these new templates represents a practical improvement in the operation of Kosovo’s prosecution offices. By enhancing efficiency and ensuring reliable documentation, the justice system can offer citizens a more transparent and consistent approach when interacting with legal authorities.

This initiative was supported by the EU and Council of Europe joint action “Strengthening the quality and efficiency of justice in Kosovo  (KoSEJ III), part of the  “Horizontal Facility III” programme.
