Within the framework of the Council of Europe/European Union Joint Programme “Roma Women’s Access to Justice” (JUSTROM3), the Council of Europe is organising a call for tenders for Providers for the provision of consultancy services to conduct a research on the barriers to Roma women’s access to justice in Romania.

Q: How will the expertise of a provider be evaluated?
A: The award criteria will be evaluated from the required documents to be submitted. The required documents to be submitted are listed in the Tender file under Section G. “Documents to be provided”.
Q: Can we add more information on methodology and our expertise in the letter of motivation?
A: You can add anything you deem relevant in the letter of motivation.
Q: Do we need to include CV of only one expert or we can propose several experts to work on the task?
A: You can propose as many CVs of experts as you want to indicate the experience of your company. Please note that if contracted by the Council of Europe, the deliverables shall be provided personally by the persons identified in the offer of the Provider whose CVs have been presented to the Council of Europe (See section E. of the Tender file), in accordance with the terms as provided in the present Tender File and Act of Engagement.
Q: How many working days are necessary to complete the task?
A: The number of working days will be established together with the winning tenderer, based on an agreed working plan.
Q: What means exclusion level “250 EUR”?
A: Exclusion level means that if you propose a fee that is higher that 250 euros/day, your tender will be automatically excluded from the competition.
