Financial Intelligence Unit and law enforcement agencies in Tajikistan improve their strategic analysis skills

A training session on Strategic Analysis, held from 27 to 31 March 2023, in Dushanbe, Tajikistan, welcomed 26 participants from the Financial Intelligence Unit (FIU), the General Prosecutor’s Office, the Ministry of Interior, the State Committee on National Security, the Agency for State Financial Control and Combating Corruption, and Drug Control Agency of the Republic of Tajikistan. It increased the participants’ capacities in planning and conducting quality risk analysis.

The training focused on improving their knowledge of the methodological approach for the intelligence cycle and various stages of conducting strategic analysis (collection, collation, evaluation, reporting, and disseminating), developing their skills in conducting strategic analysis through dynamic and interactive case studies. It also shared best international practices on  conducting strategic analysis and current trends as well as typologies in this area.

To be in compliance with the FATF effectiveness standards, the FIU requested the Council of Europe’assistance through the Central Asia Rule of Law Programme. The objective was to strengthen the national AML/CFT/PF framework by conducting strategic analysis training and developing guidelines on undertaking strategic analysis. 

In that respect, a Technical Paper (Guidelines on Strategic Analysis), prepared and adapted to the context of Tajikistan by the Council of Europe experts, was translated into Russian and presented and discussed with the representatives of the FIU in a meeting on 27 March 2023 in Dushanbe Tajikistan.

This activity was organised by the Action on “Promoting Transparency and Action against Economic Crime” in the framework of the Central Asia Rule of Law Programme 2020-2023, which is a joint initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe. The Action is aimed at strengthening capacities to fight and prevent economic crime in five Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).
