Egyptian prosecutors visit the Council of Europe and the European Court of Human Rights

Thirteen Egyptian prosecutors took part in a study visit to the Council of Europe and the European Court of Human Rights, and a Training-of-Trainers session on the methodology of the Human Rights Education for Legal Professionals (HELP) programme, held in Strasbourg from 6 to 9 October 2025.

Organised in close cooperation with the Egyptian Public Prosecution Office, the visit supports the implementation of the Council of Europe’s policy towards its neighbouring regions and strengthens regional cooperation in addressing trans-border threats and promoting shared legal standards.

During the visit, participants were introduced to the work of the European Committee on Crime Problems (CDPC) work, and key Council of Europe conventions and instruments in the field of criminal law such as mutual assistance in criminal matters, extradition, transfer of sentenced persons, transfer of proceedings, seizure and confiscation.

They also explored key Council of Europe conventions on Action against Trafficking in Human Beings and Trafficking in Human Organs, as well as on counterfeiting of medical products (MEDICRIME Convention) and the offences against cultural property (Nicosia Convention). Discussions also covered ongoing initiatives of the Council of Europe in the fields of data protection, artificial intelligence and migration.

A highlight of the programme was the visit to the European Court of Human Rights, where prosecutors discussed the Court’s case law in the field of criminal law that continues to shape international human rights jurisprudence.

Through the HELP Training-of-Trainers session, prosecutors gained practical skills to design, adapt and moderate HELP courses for Egyptian legal professionals, thus further supporting the growing partnership between the Council of Europe and Egyptian judicial institutions.

 

This activity was organised in the framework of the South Programme V, a joint initiative of the European Union and the Council of Europe, co-financed by both organisations and implemented by the Council of Europe, and in cooperation with the European Committee on Crime Problems (CDPC)
