European Commission endorses achievements of project KCOOS

The Directorate General for Migration and Home Affairs officially approved the final report of the KCOOS (Keep Crime Out of Sport); the project was co-financed by the European Union and the Council of Europe and implemented by the Council of Europe from January 2016 to June 2017.

DG-HOME highlighted that the objectives of the project were successfully developed with high quality multiple deliverables. The project was appreciated for having had a wide impact at EU and international level, thanks to the excellent dissemination strategy implemented, and also for having raised awareness regarding the Council of Europe’s Convention on the Manipulation of Sports Competitions.

Project KCOOS provided tailored technical assistance to 33 European countries for the effective implementation of the principles of the Macolin Convention. The project involved over 250 representatives of various public and private stakeholders, creating a basis for a large transnational co-operation. The “KCOOS Guidebook”, which encapsulates the most significant experiences from participating countries, is a unique compilation of important concepts, tools and good practices helping national and international stakeholders to prepare for the entry into force of the Convention.

The Council of Europe, with the support of Member States and partner organizations is now pursuing and developing the process through the global KCOOS+ project which will run until the end of 2020.

 KCOOS Guidebook

The GUIDEBOOK ON UNDERSTANDING AND EFFECTIVELY COMBATING THE MANIPULATION OF SPORTS COMPETITIONS (KCOOS Guidebook) was developed during the Keep Crime Out of Sport (KCOOS) project that was co-financed by the European Union and the Council of Europe. The project’s various activities, research and networking resulted in a mass of information and notably the need for clarity on various aspects of practically tackling the manipulation of sports competitions.

The guidebook will be edited regularly to add new sections and templates. The first update will refer to setting up a national platform.

Ideas, suggestions and proposals are always welcome to enriching the online tool. Please contact us.

Convention news

Cyprus was the 28th signatory, signing the Convention in Strasbourg on 4 May 2017 under Cyprus  Chairmanship of the Committee of Ministers.

Belgium and Hungary signed the Macolin Convention on the occasion of the 14th Council of Europe Conference of the Ministers responsible for Sport in Budapest on 29 November 2016.

Estonia was the next signatory on 19 September 2016.

Albania, Austria and Slovenia signed the match-fixing Convention at the EPAS Conference on Migration in Vienna on 02 June 2016.

Moldova has become the 24th signatory to the match-fixing Convention, signing in Strasbourg on 29 April 2016. Details on Moldova's signature here.

Italy signed the Convention on 7 April 2016 in Strasbourg. Details on Italy's signature can be found on the Council of Europe Conventions Sport page

Current status: 28 signatures, 3 ratifications (Norway, Portugal, Ukraine). Talks continue within the EU on signing and ratifiying the Convention. Interest increases from Non-EU countries.
