 WP 4: Expert Missions – ARJEL and UK Gambling Commission

  • Beneficiaries are usually identified through interest from stakeholders at RS or SV.
  • 2 EM in total, one each organized by ARJEL and UK GC
  • Objective: providing country-specific/individual support; customized according to country needs.
  • Technical assistance in capacity building (national betting regulatory authorities, national platforms, legislation, information-exchange with law enforcement, etc). This is a bi-lateral assistance approach, whereby a small number of experts travel to a beneficiary country to provide customised assistance in discussing draft legislation, applicable practices and an exchange of knowledge.
  • Planning the mission by identifying needs, experts, programme, logistics, etc.
  • Evaluation by hosts and by experts.
  • Assistance from Council of Europe with planning, travel, evaluation, marketing, reports
  • Outputs: 2 expert missions with 2-5 experts advising 5-10 beneficiaries, for 4-5 days (all flexible).
  • Deliverables: Printed planning of EM, 1 report per EM, 2 Evaluation reports per EM (one by experts, one by hosts), 1-2 press releases per EM.

Experts at your service
Two expert missions will be organised within the framework of the project, allowing two beneficiary countries to receive customised and first-hand input, advice and practical and technical assistance by international experts in implementing measures to fight sports manipulations.
This is a bi-lateral assistance approach, whereby a small number of experts travel to a beneficiary country to provide customised assistance in discussing draft legislation, applicable practices and an exchange of knowledge.
The French Gambling Regulatory Authority (ARJEL) and the UK Gambling Commission will each organise one Expert mission to a beneficiary country.

Expert missions in practice
Expert missions will last 2-4 days and will involve a small, specialised number of experts in the field. Technical assistance in capacity building (national betting regulatory authorities, national platforms, legislation, information-exchange with law enforcement, etc) will be provided, conditioned on requirements and desires expressed by countries.

Dates for expert missions
Both expert missions will take place in March and in April 2017.

How to participate
Countries will be selected based on motivation. Criteria will be established and decisions will also be taken based on results from questionnaires as well as from Regional Seminars.
