16th European Platform for Roma Inclusion with focus on equal access for Roma to adequate and desegregated housing

The 16th edition of European Platform for Roma Inclusion, jointly organised by the Spanish Presidency of the Council of the European Union and the European Commission, was held on 30 November, 2023, in Madrid, Spain.

The inauguration, spearheaded by Pablo Bustinduy Amador, the Spanish Minister for Social Rights, Consumer Affairs, and Agenda 2030 and Helena Dalli, the European Commissioner for Equality, marked a significant milestone.

The center of the discussions revolved around the unveiling of the Council of the European Union Conclusions on Measures strategically designed to ensure equal access for Roma to adequate and desegregated housing. Patricia Bezunartea Barrio, the General Director for Family Diversity and Social Services in Spain, presented these conclusions, adopted in October 2023, underscoring a commitment to addressing housing challenges faced by Roma communities in the European Union.
Engaging actively in deliberations were representatives from the European Commission, Members of the European Parliament, and civil society, including the Spanish National Roma Council. The primary focus remained on optimising the use of EU and national funds to foster equal access for Roma to suitable and desegregated housing. Recognizing funding as a critical factor, the discussions emphasized its role in improving housing conditions and dismantling segregation fuelled by discrimination, antigypsyism, and social exclusion experienced by many Roma people in the EU. The financial instruments of the European Commission, including the European Social Fund+ (ESF+), the European Regional Development Fund (ERDF), the Recovery and Resilience Facility, and the Citizens, Equality, Rights, and Values Programme (CERV), have been also discussed in this regard.
Adding a crucial dimension to the event was a collaborative working breakfast organized by the Roma Integration III Joint Programme of the European Union and the Council of Europe  in cooperation with DG NEAR of the European Commission. National Roma Contact Points from Western Balkans and Türkiye have been invited to attend the discussion. They shared best practices and experiences from their work on Roma inclusion and Roma Responsive Budgeting, policy formulation, enriching the event with inclusive dialogue and knowledge exchange. Roma Integration Phase III team, actively participated in the discussion, providing valuable insights aligned with the project's central focus on housing and the Council of Europe work in this area.
