Kazakhstan: discussions with national authorities on recommendations for improving domestic violence legislation

On 1-2 February 2023, a set of recommendations drawing on the provisions of the Convention on preventing and combating violence against women and domestic violence (Istanbul Convention) was presented to representatives of several governmental bodies and public institutions of Kazakhstan.

The recommendations prepared by a Council of Europe expert focused on how to improve the framework of protection of victims of violence, increase their access to justice and ensure appropriate remedies, when revising the current Kazakh legislation on domestic violence. The benefits of acceding to the Istanbul Convention to, which the country was invited to accede in 2020, were discussed with national stakeholders involved in the reform process. A first roundtable discussion in that respect was held in Astana on 9 December 2022, in co-operation with the UN Women in Kazakhstan.

The outcome of the meetings will allow to plan further assistance to help Kazakhstan to improve its legislation in the light of international standards and, in particular, the Istanbul Convention.
