People with disabilities in Albania are supported to file complaints on discrimination cases

Persons with disabilities face discrimination and barriers every day that restrict their full enjoyment of human rights and freedoms. Empowering them to advocate for their rights, and seek redress to their concerns and discrimination cases is essential not only to make their voices heard but also to address these cases by the relevant public institutions.

During 18-20 September 2023, thanks to the fruitful cooperation with “Se Bashku” Foundation and the Commissioner for the Protection from Discrimination (CPD),  a first group of 35 people with disabilities from different cities of Albania were trained on how to compile and submit complaints to the CPD institution.
The latter has received 32 such cases in the course of 2022 and 16 more in 2023, with the resolving rate of 90%. The events also served the purpose of strengthening the knowledge and cooperation between the representatives of people with disabilities with the CPD staff.

This initiative was organised in the framework of the joint action of the European Union and the Council of Europe “Advancing the protection from discrimination in Albania”, part of the Horizontal Facility programme.

 

 

Horizontal Facility III

The joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye” (Horizontal Facility III) is a co-operation initiative, running from 2023 until 2026.

The programme covers actions in Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia and Türkiye. It enables the Beneficiaries to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with European standards, which is also a priority for the EU enlargement process.

The third phase of the programme is worth €41 million (85% funded by the European Union, 15% by the Council of Europe).
