Protecting human rights of persons deprived of liberty, in line with European standards

One of the programme’s priorities is to support public authorities and local actors to improve the protection of human rights of persons deprived of liberty in the areas of police, prisons, mental health care institutions, and monitoring mechanisms. The actions taken are aimed at raising awareness and understanding of the standards on the protection of the rights of prisoners and those in detention, while assisting in aligning the penitentiary system with the Council of Europe standards and recommendations.

In Albania, the programme is assisting the domestic prison service to further improve the treatment and protection of prisoners’ rights, by developing a unified guidance related to the reaction of prison staff to incidents that involve prisoners with mental health disorders.

In Türkiye in co-operation with the Union of Turkish Bar Associations, 133 lawyers from İzmir, Adana, Kahramanmaraş, Mardin and Bursa Bar Associations enhanced their knowledge on ‘Detention in the Context of Migration’. The 5 cascade trainings not only contributed to strengthen lawyers' knowledge and capacities on the applicable human rights protection standards on immigration detention but also equipped them with the necessary skills to better protect the rights of migrants.

For the first time in a prison of the Bosnia and Herzegovina Federation an Integrated Prison Management Information System (IPMIS) was put into function. This prison software together with the procurement of hardware equipment was developed with the support of the EU and Council of Europe programme Horizontal Facility III in close co-operation with the prison authorities in Bosnia and Herzegovina.
