Strengthening cooperation and monitoring at the 18th European Platform for Roma Inclusion in Brussels

 

A delegation from the Council of Europe took part in a series of meetings in Brussels on 1–2 October, culminating in the 18th European Platform for Roma Inclusion — a key annual forum gathering EU institutions, national governments, international organisations and Roma civil society to advance equality, inclusion and participation.

On 1 October, meetings with National Roma Contact Points, Roma NGOs and DG ENEST focused on progress under the Poznan Declaration, the need for unified monitoring systems, and the importance of involving civil society more systematically in national reporting processes. Participants also discussed the new Reform and Growth Facility for the Western Balkans, emphasising the need to embed Roma-specific measures in national reform agendas. The forthcoming Regional Roma Survey 2025–2026 was presented as a crucial tool for evidence-based policymaking.

The European Platform on 2 October reviewed achievements and remaining gaps five years into the EU Roma Strategic Framework 2020–2030. Panellists highlighted persistent challenges in education, employment, health, housing and combating antigypsyism. Discussions underlined that despite some institutional progress, tangible improvements in the lives of Roma communities remain limited. Strengthening political commitment, ensuring systematic monitoring, and securing long-term financial and institutional support were identified as priorities moving forward.

The Council of Europe will continue supporting member states and National Roma Contact Points in improving data collection, monitoring, and policy implementation, ensuring that Roma inclusion remains integrated into broader national and regional reform processes.
