A round table on the dynamic security concept took place in Kyiv on 3 February 2017. The event concentrated on the key principles of dynamic security and international good practices and its application in Ukraine. The discussion further focused on the findings of a legal analysis conducted by Council of Europe national consultants, highlighting current limitations preventing full implementation of dynamic security approach into Ukrainian penitentiary system.
Participants, the governors of the six pilot prisons, and heads of six Interregional Administrations of Execution of Criminal Sanctions and Probation, representatives of the Ministry of Justice, and lecturers of the Bila Tserkva In-Service Training Centre and the Chernihiv Penitentiary Academy got actively engaged in the discussion and shared their comments on the current situation on security policy in their respective prisons. All participants agreed with the consultants’ recommendations to introduce positions of Security Coordinator and Individual Inspector in prison establishments. These positions can potentially play a positive role in strengthening security situations in prisons.
This activity was organised in the framework of implementation of the EU/CoE Joint Project “Further Support for Penitentiary Reform in Ukraine 2015-2017”, which is funded through the CoE/EU Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus.
