Training for Civil Society Organisations from Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia on monitoring the implementation of Roma inclusion strategic policies

On 11 December 2025, an online training on monitoring the implementation of Roma inclusion strategic policies was organised for 27 representatives of Civil Society Organisations (CSOs).

The overall objective of the training was to enhance the capacity of civil society organisations to conduct effective monitoring and evaluation of Roma inclusion frameworks and advocate for improved implementation. During the training, the participants were introduced with relevant national and international strategic framework, as well as key monitoring and evaluation concepts. The participants had the opportunity to explore different approaches for advocacy and policy dialogue for improvement of social inclusion for Roma.

The participants made the following recommendations for further work:

  • Continue with activities that aim to improve knowledge and skills of CSOs representatives in the field of monitoring and evaluation of Roma inclusion through thematic trainings and workshops that will include more practical work (creating case studies, concrete examples of monitoring and evaluation, etc.).
  • Analyse the policies of Roma inclusion in the countries of the region, with a focus on the adequate spending of human and financial resources.
  • Maintain intensive communication between representatives of CSOs in the region to have opportunities for discussion, joint meetings and exchange of examples of good practice.

The training contributed to the improvement of participants' knowledge and skills in the field of monitoring and evaluation of Roma inclusion, strengthening their role in advocacy, defining indicators, better understanding of case studies and policy briefs as an advocacy tool. The participants assessed the training as relevant, emphasising the importance of regional exchange of experiences and examples of good practice.


The activity was organised within the EU/CoE Roma Integration Phase III Joint Programme.
