CSOs strengthen capacity in policy monitoring and mainstreaming Roma inclusion in public policies in Türkiye

A three-day online training entitled “Policy Monitoring and Mainstreaming Roma Issues in Relevant Public Policies”, bringing together Civil Society Organisations (CSOs) to strengthen their capacity to contribute to inclusive and effective public policies for Roma communities.

The training helped participants better understand how Roma perspectives can be integrated into public policies from design to evaluation. It focused on key national and international policy frameworks, including the European Union Roma Strategic Framework, the Council of Europe’s approach, and the Türkiye Roma Strategy Document (2023–2030).

Practical sessions addressed policy monitoring, indicator development, and ethical data collection, enabling CSOs to better assess the impact of public policies on Roma communities. Participants also developed mini monitoring plans and exchanged experiences across key thematic areas such as education, employment, housing, and health.

The Programme also highlighted the importance of co-operation between civil society and public institutions, effective communication and strategic planning. The training concluded with participants drafting individual or institutional roadmaps to guide their future advocacy and policy engagement. Through this activity, the Council of Europe reaffirmed its commitment to supporting civil society as a key partner in promoting Roma inclusion and strengthening participatory, evidence-based public policies.


This activity was organised within the framework of the "Roma Integration Phase III"  Joint Programme of the European Union and the Council of Europe.
