From Ideas to Impact: Preparing Funding Proposals for Roma Inclusion in Montenegro

On 20 October 2025, a capacity-building session for key public authorities responsible for Roma inclusion was held within the framework of the EU–Council of Europe Roma Integration III Programme. Strengthening institutional capacities is essential for enhancing the ability of authorities to design, implement, and sustain policies that promote equality, counter discrimination and antigypsyism, and ensure the meaningful participation of Roma communities.

At the meeting hosted in the Ministry for Human and Minority Rights, representatives of line ministries involved in Roma inclusion in Montenegro received practical guidance on how to develop high-quality project proposals, secure financial support, and transform innovative ideas into sustainable initiatives.

By investing in institutional skills and knowledge, public authorities are better equipped to mobilise resources and create more opportunities for the socio-economic inclusion of Roma communities.


This activity was organised within the framework of the "Roma Integration Phase III"  Joint Programme of the European Union and the Council of Europe.
