Online meeting on the Green Agenda and Inclusion of Roma in Bosnia and Herzegovina

On 18 March 2026, the online meeting on the Green Agenda and Inclusion of Roma was held online within the Council of Europe and EU Joint Programme “Roma Integration Phase III”. The event brought together representatives of the Ministry for Human Rights and Refugees, other relevant institutions and civil society organisations to discuss positive results, challenges and opportunities in synergies between the Green Agenda and Roma Inclusion goals.

During the event, the findings of the regional analysis "Roma Inclusion in the Green Transition – Western Balkans and Türkiye" were presented, with a focus on opportunities and recommendations related to Bosnia and Herzegovina. The inputs from the analysis show that there is a need to connect housing issues, energy efficiency, employment and local planning into one inclusive framework to ensure just green transition. Roma are contributing to green agenda by participating in labour activities related to waste management, recycling, seasonal an construction work. However, they remain among social groups that are the most exposed to poverty, substandard housing conditions and energy vulnerability. Measures in the domain of green agenda need to be sensitive towards needs and specific position of Roma to avoid additional and deeper vulnerability.

By organising this meeting, the dialogue on the contribution and opportunities for the Roma community within the Green Agenda has been supported. The recommendation of the Committee of Ministers on Human Rights and the Environment (CM/Rec(2022)20) stresses that climate change, biodiversity loss and pollution are part of a "triple planetary crisis" that directly affects the exercise of human rights and particularly affects the most vulnerable categories of the population, including the Roma community. This formulation points to the need to integrate climate policy and human rights protection into the public policies of the Member States.
