Workshop in Kosovo* to develop the 2025-2026 Action Plan for implementing the Strategy on Advancing the Rights of Roma, Ashkali, and Egyptian Communities

A workshop was held in Pristina, Kosovo, to engage institutional actors in the revision of the 2022-2024 Action Plan for the implementation of the Strategy for the Advancement of the Rights of the Roma, Ashkali, and Egyptian Communities in the Republic of Kosovo 2022-2026.

The workshop focused on reviewing the progress of the 2022-2024 Action Plan, discussing what has been achieved, the faced challenges, and areas needing more attention. Support was provided to the Office of Good Governance in the development of the 2025-2026 Action Plan, ensuring the planned activities align with the overall goals of improving the socio-economic situation of the Roma, Ashkali, and Egyptian communities.

A series of meetings, fact-finding missions, and consultations with stakeholders were conducted to ensure a comprehensive approach during the development of the new action plan.

Key Outcomes of the Workshop

  • Revision of Strategic Actions and New Activities for 2025-2026: A comprehensive revision of all actions outlined in the Strategy for 2022-2026 was completed to prepare the National Action Plan for 2025-2026. This included updating initiatives across key areas such as Education, Employment, Housing, Healthcare, and Non-Discrimination.
  • Further Review and Budget Planning: The actions planned for 2025-2026 are set to undergo further review in individual meetings with ministry representatives. An upcoming workshop on 25-26 September 2024, will be dedicated to budgeting these activities to ensure proper resource allocation.
  • Involvement of Civil Society Organisations: The revisions were discussed with civil society organisations, which provided valuable insights and feedback. Some of their suggestions will be further deliberated with relevant ministries to assess feasibility and integration into the Action Plan. Additionally, several civil society organisations have shown interest in taking responsibility for implementing specific activities.

The event was organised within the framework of the Roma Integration III Programme, financed by the European Union and the Council of Europe, and implemented by the Roma and Travellers Division of the Council of Europe.
