The Council of Europe is implementing the Roma Integration III Joint Programme in partnership with the European Union to strengthen the capacity of governments in the Western Balkans and Türkiye to address challenges faced by Roma communities. This initiative includes developing and implementing public policies across various sectors, including housing, employment, education, and combating antigypsyism.
As part of this programme, the Council of Europe is launching a competitive bidding procedure for a framework contract for consultancy services aimed at creating media content, assets, and guidelines to promote the positive portrayal of Roma in the media and combat antigypsyism.

The framework contract will cover three key areas:
- Lot 1: Production of visual materials (e.g., photography, illustrations) representing Roma as empowered members of society.
- Lot 2: Development of written, video, and audio materials showcasing Roma contributions to society.
- Lot 3: Training delivery for media professionals to implement guidelines for accurate and respectful representation of Roma communities.
The contract is expected to be implemented by 31 March 2026, with tenders due by 18 December 2024, 23:59 CET. The Council of Europe is looking for a maximum of 10 providers per lot (provided enough tenders meet the criteria indicated below) to support the project with particular expertise in creating written, visual, and audio media content, assets, and guidelines aimed at promoting a positive portrayal of Roma in the media and combating antigypsyism.
