About

As part of the event “Improving the lives of citizens through better governance” organised in the context of the “Partnership for Good Governance”, we invite you to share your vision for the future of an Eastern Partnership region (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, Ukraine) free from discrimination.

#PGG4Citizens Photo Competition “my future without discrimination” aims to:

  • Increase awareness and engagement on human rights, rule of law and democracy in the region;
  • Promote the importance of diversity, tolerance, equality and related narratives to combat discrimination, hate crime and hate speech;
  • Raise awareness about the European Union/Council of Europe partnership, its activities and the key message that: “The European Union and the Council of Europe are working together with Eastern Partnership countries to promote good governance and improve the lives of citizens.”

Background

Through the Partnership for Good Governance (PGG) the European Union and the Council of Europe are working together to strengthen governance in the Eastern Partnership region. PGG provides tailormade support to Eastern Partnership countries to bring legislation and practice closer to European standards in the fields of human rights, rule of law and democracy.

One of the main objectives of the programme is to combat discrimination. The activities implemented focus on achieving better protection of vulnerable groups, such as minorities, Roma and LGBTI, in the Eastern Partnership region. The programme aims in particular to support male and female victims of discrimination, hate crime and hate speech and to strengthen capacities of ‘equality bodies’ and civil society organisations to assist persons belonging to vulnerable groups in pursuing discrimination complaints through relevant non-judiciary redress mechanisms.


What kind of photos

Photos for the competition “My future without discrimination” should be taken in one of the countries concerned: Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine.

The photos should be inspired by keywords such as “equality”, “non-discrimination”, “diversity”, “living together”, “inclusion of minorities”, “gender equality”.

Photos can be taken with a camera or a phone.


Rules

The participants are to take a photo and share it on their Instagram or Facebook account with a title/ or a caption of maximum 40 words in English and the hashtag #PGG4Citizens.

If the photo is posted on Instagram, the Council of Europe Instagram account should be tagged by adding “@councilofeurope” in the caption.


Eligibility

The competition is open to any person over the age of 18 residing in one of the 47 member States of the Council of Europe or in Belarus.

Entrants of all skill levels are invited to participate.


Additional rules to comply

Participants must be the sole authors of their work. Participants must obtain the consent for the use of the photos, from the persons featured in them, in accordance with the applicable laws and comply with any other relevant legislation when producing their photographs.

Photographs that may, in any form or manner, offend the values of the Council of Europe will be automatically excluded from the competition.

Photographs must not contain extensive editing.

Maximum of three entrees per person/organisation.


Entry period

The photos must be posted on Instagram between 4 October 2020, midnight CET and 30 November 2020, midnight CET.


Winners

A jury made up of five representatives of the Council of Europe and the European Union will select the winners on the basis of the creativity and relevance of the photo. The jury will also take the number of “Likes” on social media into consideration.


Prize

Winners will be contacted and requested to email their original photo ([email protected]).

The best photos will be announced on 15 December and will be awarded a certificate from the Council of Europe. In addition, the best photos and the name of the winners will be exhibited on the PGG website.

A selection of the best photos presented during the competition may be exhibited in the Council of Europe, European Union offices and aside of future Eastern Partnership and PGG events and may be used for visibility materials (brochures, posters, flyers...) and for online communication (including social media).

Photographers retain all copyrights to their images. Winners will grant a royalty-free licence to the Council of Europe to publish and/or exhibit the contest entries in any format to congratulate or feature the winners and their respective images, and to promote future events, as well as for awareness-raising purposes for the work of the Council of Europe and the European Union. Winners will be asked to enter into a license agreement with the Council for the above purposes.
