The principal focus of Pilot Towns in the Planning Phase is to produce a “Reference Plan”. The drafting of this document should be the result of collaboration between Municipality, National Support Group and Project Implementation Unit /Local Stakeholder Group (LSG), where the LSG is expected to participate actively in the formulation of the plan, ideally involving a system of co-production.

The Reference Plan should set out a strategic framework as basis for operational project activity in the respective Pilot Towns drawing on the survey material and data gathered in the Preliminary Technical File. Each Pilot Town will be asked to:

  • outline the scope of intervention in relation to their specific local context;
  • determine objectives, and; identify the actions (urban rehabilitation projects) to be implemented in order to successfully deliver the project.

A primary task for all stakeholders in this respect is to confirm the perimeter of the territory of operation both in terms of the boundary of the physical area, as well as fixing the key challenges and potentials to be addressed. It is recommended to build the Reference Plan through a four step process of analysis, establishment of a shared vision, determination of appropriate actions, reference plan consolidation.

Activities activities

2nd regional workshop took place in Chisinau and Soroca with the participation of 32 persons from 9 COMUS towns.  All participants were very much involved and enthusiastic. Challenges due to a new way of working are recognized and LSGs and PIUs are working through these challenges.  As some of the works are becoming more technical in the Project Phase, the role of the LSG and its continued engagement was emphasized.   Beyond the review of the Planning Phase and information provided for the Project Phase, constructive exchange among 9 towns was remarkable and contributed to sense of a larger network that COMUS would like to strengthen.
