The “inception phase” is a phase  to explain the objectives of the project, mobilise the different partners, set up the management structures and provide local staff with the necessary skills to use the methodology. The activities to be carried out as part of the Inception Phase are primarily the responsibility of the National Coordinators (nominated by the Ministries of Culture).
