Advancing Roma Inclusion: Feasibility Study for Social Housing in Montenegro

On 16 December 2024, in Podgorica, the Ministry of Social Welfare, Family Care, and Demography presented a the feasibility study on social housing for Roma and Egyptian communities in Montenegro. This study, commissioned by the Council of Europe under the European Union/Council of Europe Joint Programme Roma Integration III, is a vital step toward fulfilling Montenegro’s commitments under the Poznan Declaration on Roma Inclusion and the 2023 Ministerial Meeting on housing for Roma inclusion.

The study, supported by the Roma and Travellers Division of the Council of Europe in cooperation with Montenegro’s Ministry for Social Welfare, Family Care, and Demography, focuses on eight municipalities: Bar, Berane, Bijelo Polje, Budva, Herceg Novi, Kotor, Nikšić, and Ulcinj. It aims to assess housing needs, evaluate potential locations for social housing, and ensure compatibility with infrastructure and environmental standards. By analysing costs, funding options, and the financial sustainability of proposed solutions, the study provides a comprehensive foundation for addressing the ongoing housing challenges faced by Roma and Egyptians.


The feasibility study emphasises the urgent need to improve living conditions for Roma and Egyptian communities. Despite national and local initiatives, many households remain in poor conditions, with limited access to essential services like water, electricity, and sanitation. Informal settlements, high poverty levels, and inadequate housing rights are persistent issues.

 

The study focuses on several key goals essential to addressing the housing challenges faced by Roma and Egyptian communities in Montenegro. One of the primary objectives is to assess the housing needs of these communities by evaluating the scale of the challenges they encounter in eight municipalities. Additionally, the study aims to propose suitable locations for social housing by analysing potential sites for their accessibility, environmental impact, and compatibility with existing infrastructure. Another crucial goal is to develop sustainable solutions that outline the costs, funding options, and long-term financial sustainability required to ensure the viability of the proposed housing projects. Furthermore, the study supports national authorities by providing essential background material, enabling Montenegro to secure funding and implement effective social housing programs that can address the needs of these communities.


The findings of the study reveal significant socio-economic disparities, such as income inequality and the lack of legal housing rights, which further exacerbate the vulnerability of Roma and Egyptian communities. To address these issues, the study recommends a phased legalisation of informal settlements, ensuring that residents gain access to essential utilities and formal housing rights. Additionally, it proposes the construction of new housing units, with an allocation of €23.4 million to build homes that meet basic living standards, supported by contributions from both international donors and the national budget. The study also emphasises the importance of capacity building for local authorities, helping municipalities strengthen their ability to manage housing programs effectively. Finally, it advocates for integrating housing efforts with broader policies related to education, healthcare, and employment, promoting sustainable social inclusion and creating a more holistic approach to the challenges these communities face.

 

This initiative aligns with Montenegro’s aspirations for EU accession and international human rights standards. By implementing the study’s recommendations, Montenegro can address housing challenges and promote equity and inclusion for Roma and Egyptian communities.
