The Council of Europe, in close partnership with the Palestinian Prosecution Office, delivered a specialised training session on international cooperation on 23 and 24 June 2026, in Cairo, hosted by the Egyptian Public Prosecution Office.

The event brought together 23 Palestinian prosecutors and representatives from law enforcement agencies, offering them the opportunity to deepen their expertise in international cooperation on criminal matters. The training placed particular emphasis on combatting trafficking in human beings, handling electronic evidence and conducting parallel financial investigations related to trafficking offences. Moreover, it addressed the issue of protecting children during armed conflicts.

The training was delivered by Egyptian prosecutors, providing a practical platform for knowledge sharing between the Palestinian and Egyptian Public Prosecution Offices. This collaboration reinforced participants’ skills while also strengthening cooperation at the institutional level, supporting more coordinated responses to criminal challenges in the region.

To build on the momentum of this successful initiative, four Human Rights Education for Legal Professionals (HELP) courses - covering international cooperation in criminal matters, combatting trafficking in human beings, cybercrime and electronic evidence, and the protection of children during armed conflicts - will be rolled out for Palestinian prosecutors. These courses will complement the in-person training and provide ongoing capacity building, further equipping participants to address complex legal challenges in their jurisdictions.

The activity is organised with the support of the joint European Union-Council of Europe programme “Strengthening the Euro-Mediterranean legal space for shared prosperity and human security” (South Programme VI), co-financed by the two organisations and implemented by the Council of Europe.
