On 28 October 2024 in Fier and on 4 November 2024 in Vlora, Albania, local municipal staff and officials from the State Cadastre Agency (SCA) took part in two targeted training sessions aimed at improving service delivery related to transitional ownership processes in these cities. The training focused on facilitating the legalisation procedures of informal constructions or housing, with a priority on property rights access for marginalised groups, including Roma and Egyptian communities. The training equipped staff with practical tools to facilitate the procedure and expand property rights access, especially for applicants pertaining to vulnerable groups.
As a follow-up to these sessions, a citizen-friendly guideline was developed specifically for vulnerable groups, such as Roma and Egyptian communities. This resource shall provide clear, simplified information on property rights and the legalisation process, empowering citizens with accessible guidance on the manner of application.
These efforts reflect the ongoing commitment to fostering inclusivity and strengthening local governance, ensuring that all citizens—particularly those in need—have equitable access to property rights and the support necessary to navigate complex transitory property legalisation procedures.
This activity is organised within the framework of the action “Improving the protection of the right to property and facilitating executions of ECtHR judgements in Albania” co-funded by the European Union and the Council of Europe and implemented by the Council of Europe, under “Horizontal Facility for the Western Balkans and Türkiye III”, in cooperation with the Joint Programme “Roma Integration – Phase III Joint Programme of the European Union and Council of Europe.
