Back Conference "Light and Shadow – Roma in the Education System" Brings Together Key Stakeholders to Foster Inclusivity in Serbian Schools

The “Light and Shadow – Roma in the Education System” conference, held on 27th September 2024 in Belgrade, provided an important platform for educators, parents, and students to discuss ways to create more inclusive and diverse schools in Serbia. This event facilitated a rich exchange of ideas on the challenges facing Roma students, while also showcasing successful examples of good practice in education.

Organised by the Commissioner for Protection of Equality, in collaboration with the Roma Integration III Joint Programme of the European Union and the Council of Europe, and the European Roma Rights Centre (ERRC), the conference highlighted key issues of discrimination, inclusion, and access to high-quality education for Roma communities.

In her opening remarks, Ms Brankica Janković, Commissioner for Protection of Equality, emphasised the need for schools to be environments free of prejudice and violence, advocating for a zero-tolerance policy towards discrimination. “Education is critical for improving the social and economic standing of Roma communities. Achieving this goal requires not just policies and measures, but sustained collective engagement from all of us – as institutions and individuals,” she stated.

Mr Thorsten Afflerbach, Head of the Inclusion and Anti-Discrimination Programmes Division of the Council of Europe, commended the Commissioner’s efforts in combating discrimination and supporting vulnerable groups, including the Roma. He highlighted the Research on the Perception of Roma on Discrimination, a key collaborative initiative that collects data to shape evidence-based policies promoting a more inclusive and diverse society. "This research exemplifies the importance of continuous data collection in creating a just society where diversity is celebrated," Mr Afflerbach remarked.

Mr Janos Babic, Head of the Council of Europe Office in Belgrade, addressed the Ministry of Education, Science, and Technological Development’s ongoing commitment to combat discrimination in education. He emphasised the implementation of regulations that recognise segregation as a severe form of discrimination. “It is essential to view the Roma community not only as vulnerable, but also as one rich in potential and talent. The Roma youth, in particular, should be seen as equal citizens contributing to the development of our country,” Mr Babic asserted.

 

Conference Highlights

The presentation of the Research on the Perception of Roma on Discrimination revealed that 85% of Roma respondents identified education as the most critical factor for inclusion. Yet, 29% of Roma participants felt that Roma children were the most affected by discrimination in education.

Despite notable progress in the education system, discussions underscored the ongoing challenges, emphasising that further efforts are required to ensure equal access to quality education and a supportive school environment for Roma students.

 

Inspiring examples of good practice demonstrated that empathy, dedication, and mutual respect among educators, parents, and institutions are key to fostering an inclusive educational system for all children, including Roma students.

 

Diverse Perspectives for a Shared Goal

Speakers at the conference included representatives from educational institutions, civil society activists, teachers, school directors, and Roma parents. This diverse group contributed valuable perspectives on the shared challenges and demonstrated a collective commitment to advancing inclusivity and justice in education through collaboration and mutual cooperation.

This important event reaffirmed the need for continued efforts to ensure equal opportunities for Roma students, with the ultimate goal of creating an education system that is fair, inclusive, and accessible to all.
