Strengthening commitment of all relevant institutions in Albania to address implementation of the National Action Plan 2026-2030

Representatives of Albanian central and local institutions, embassies, international organizations, and civil society gathered in Tirana to discuss concrete measures to advance the implementation of the National Action Plan for Equality, Inclusion, and Participation. This event was organised in light of International Roma Day, on 8th of April 2026, to reaffirm the joint commitment and to advocate for meaningful dialogue in collaboration with the Ministry of Health and Social Protection and the Joint Programme of the Council of Europe and European Union “Roma Integration III”. The event was also organised within the framework of “Opre Roma Month”, an initiative of the Council of Europe aimed at raising awareness about Roma culture, history and identity, and promoting Roma inclusion across member states.

Ms. Ina Majko, Deputy Minister of Health and Social Protection, presented the key pillars of the National Action Plan for 2026-2030, emphasising new priorities such as the Green and Digital Agenda. She also highlighted the importance of the budget allocated by all line ministries, ensuring a coordinated financial support for the implementation process.

Mr. Silvio Gonzato, Ambassador of the European Union Delegation in Albania, stated the need for institutions to undertake concrete actions to ensure progress. Mr. Bledar Taho, from the Institute of Romani Culture in Albania, emphasized the essential need for close cooperation with Roma civil society to achieve the plan's objectives.

Ms. Giulia Re, Head of the Council of Europe Office in Tirana, concluded by stating: "The full inclusion of Roma can only be achieved through concrete steps, strong political will, and the recognition that Roma rights are human rights. Let’s move from strategies to results, and from inclusion as a goal to inclusion as a lived reality, because an inclusive society is stronger and more democratic".

Representatives from the Ministry of Education, Ministry of Economy and Innovation, Ministry of Interior, embassies, international organizations, and the community actively discussed the measures to be undertaken. The event opened with an art exhibition by student Amelia Faslliu and the "Partnership for Inclusion" fair, where stands from Roma organisations showcased their direct commitment and work with the community.
