Meeting on pre-feasibility study on inter-municipal cooperation for Solid Waste Management

The Council of Europe (the Centre of Expertise for Local Government Reforms) in cooperation with the Ministry of Regional Development and Infrastructure has organised a two-day meeting on inter-municipal cooperation Solid Waste Management in Adjara region. The event had been held on 4-5 of April 2017 in Tbilisi, Georgia.

Main objectives of the meetings were to discuss within working group inter-municipal cooperation findings for this region, to discuss possible inter-municipal cooperation scenarios for Adjara, to make final decision on the chosen scenario.

There were more than 15 participants, including CoE experts, representatives of local and regional authorities from Adjara, as well as the Advisor to the Minster of Regional Development and Infrastructure of Georgia.

Participants suggested a number of areas which may fell within the purpose of the inter-municipal cooperation project as well as cover the need of local authorities to deliver inter-municipal services to their citizens.

The event was organised within the Programme "Strengthening institutional frameworks for local governance in the Eastern Partnership countries" under the Programmatic Cooperation Framework (PCF) for 2015-2017 funded by the European Union and co-funded by the Council of Europe.

Specific objective 1: support the ongoing process of reform of local government in participating countries.

Indicator: consistency of the legislative framework improved and new by-laws streamlined in at least three beneficiary countries and targeted recommendations are developed for the joint use.

 

Specific objective 2: promote ethical behaviour by locally elected representatives in the region

Indicator: more efficient, transparent and ethical governance at local level is developed in at least three EaP countries.

 

Specific objective 3: support the improvement of financial and human resources management of local administrations based on European standards and benchmarking processes

Indicator: European standard local finance benchmarking tool is further developed and the adapted domestic versions are available. They lead to improved legislation, local regulations.
