Effective implementation of the ratified Council of Europe Conventions as well as other European and international legal standarts is of paramount importance for enhancing human rights protection in the region and moving towards creating a common legal space. The primary goal of this component is thus to improve knowledge and skills of Central Asia justice professionals in the area of human rights issues and to ensure the application of human rights principles in their daily work. In order to achieve this, full use will be made of the European Programme for Human Rights Education for Legal Professionals (HELP), which is the main educational platform of the Council of Europe for legal professionals, covering various Council of Europe Conventions. In the framework of the Action, a certain number of Central Asian judges, prosecutors and lawyers will be trained based on a selection of HELP courses adapted to the national legal orders and translated into national languages.

Kazakhstan: Seminar on individual application procedure for judges and lawyers

On 5 September 2023, the Council of Europe in co-operation with the Constitutional Court organised a seminar for judges of the Court and lawyers on individual application as a legal remedy and its role in protecting human rights in Kazakhstan.

The seminar focused on the establishment of an individual complaint mechanism in Kazakhstan and the important role of the Constitutional Court in protecting citizens' rights. Participants had an opportunity to familiarise themselves with best practices and lessons learnt from Council of Europe member States with a well-established system of individual complaints by citizens to Constitutional Courts.

These legal professionals are now better equipped to navigate the individual application procedure.

The activity was organised in the framework of the action "HELP in Central Asia", within the Central Asia Rule of Law Programme 2020-2023, a joint initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
