Back Bosnia and Herzegovina’s Council of Ministers ensures its commitment to quality education for all

Authorities in Bosnia and Herzegovina (BiH) continue to support the implementation of the Policy Recommendations with a Roadmap for Improving Inclusive Education developed jointly by relevant ministries at state level, entity ministries of education and 10 cantonal ministries of education in April 2019 under the joint European Union/Council of Europe action “Quality education in multi-ethnic societies” and adopted by the Council of Ministers in September 2020.

The Policy Recommendations with a Roadmap aim to improve quality of education for all in Bosnia and Herzegovina, in line with European standards and according to the vision for quality education reflected in the Council of Europe’s Committee of Ministers recommendations. The Roadmap foresees Bosnia and Herzegovina’s diverse society to be further integrated and enhanced by increasing social cohesion based on the intercultural competences of students, their parents and teachers.

The joint European Union/Council of Europe action “Quality Education for all” is supporting effective implementation of the Roadmap including capacity building for different target groups (teachers, members of school management, pedagogical institutions) and providing  tools, instruments and practical examples related to the Reference Framework of Competences for Democratic Culture (RFCDC) .

The progress on the implementation of the Roadmap was discussed during the session of the Council of Ministers of BiH on 20 December 2023. This discussion was based on a report prepared by the Ministry of Civil Affairs of BiH, in cooperation with the competent educational authorities in BiH and other key actors.

The Council of Ministers urges competent education authorities to provide the necessary conditions and resources required for the third phase of the joint action of the European Union and the Council of Europe entitled "Quality Education for All". Furthermore, they encourage enabling the incorporation of the Reference Framework of Competences for Democratic Culture in the education systems in BiH. This commitment confirms the dedication to the effective implementation of the Policy Recommendations with a Roadmap for Improving Inclusive Education, including its objective of developing an education vision and mission in BiH.

The action “Quality education for all” is part of the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
