Effective implementation of the ratified Council of Europe Conventions as well as other European and international legal standarts is of paramount importance for enhancing human rights protection in the region and moving towards creating a common legal space. The primary goal of this component is thus to improve knowledge and skills of Central Asia justice professionals in the area of human rights issues and to ensure the application of human rights principles in their daily work. In order to achieve this, full use will be made of the European Programme for Human Rights Education for Legal Professionals (HELP), which is the main educational platform of the Council of Europe for legal professionals, covering various Council of Europe Conventions. In the framework of the Action, a certain number of Central Asian judges, prosecutors and lawyers will be trained based on a selection of HELP courses adapted to the national legal orders and translated into national languages.

Kazakhstan: A seminar for prosecutors on prevention and investigation of ill-treatment and torture

A seminar on prevention and investigation of ill-treatment and torture was conducted in Astana on 29 June 2023, in co-operation with the General Prosecutor's Office of Kazakhstan for 29 prosecutors from Astana and other cities of Kazakhstan. The event was opened by Mr Dembaev Bulat, the Deputy Prosecutor General of Kazakhstan. He emphasised the significance of the seminar in addressing the issues of ill-treatment and torture.

The seminar included case studies and practical exercises allowing prosecutors to explore the challenges to investigation and prosecution of cases related to ill- treatment and torture.

Overall, the seminar provided an enriching and informative experience for prosecutors, enabling them to broaden their knowledge and understanding of European standards. 

The activity was organised in the framework of the action "HELP in Central Asia", within the Central Asia Rule of Law Programme 2020-2023, a joint initiative co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
