The European Commission for the Efficiency of Justice (CEPEJ) has developed two important documents in the framework of its project to support the improvement of the enforcement system in Azerbaijan.
The documents were drafted by the experts Mathieu Chardon and Jos Uitdehaag, based on the results of online assessments with national stakeholders conducted by local consultants on the basis of questionnaires.
- Recommendations on setting up a system of enforcement timeframes and recovery rates as indicators on the efficiency of the enforcement system and in view of evaluating enforcement agents’ performance: identifies specific performance indicators in the enforcement system aimed to support broader monitoring and control over all requirements of the enforcement system.
- Expert advice on the development of ICT solutions to support the national enforcement system of Azerbaijan: analyses the current use of Information and communications technology (ICT) in the enforcement system and provides, based on the experience and best practices in other countries, recommendations on further developments of these solutions.
These documents have been developed in the framework of the CEPEJ project “Strengthening the efficiency and quality of the judicial system in Azerbaijan”, funded by the European Union and the Council of Europe and implemented by the Council of Europe in their Partnership for Good Governance phase II.
