The “Partnership for Good Governance” (PGG) is a flagship joint initiative of the European Union and the Council of Europe that underpins reforms in the EU Eastern Partnership region aimed at aligning national legislation, policies, and practices with European standards in key areas of justice, countering economic crime, promoting equality and non-discrimination, and women’s access to justice, with particular attention to countries on the EU accession path.
Now in its third phrase, the programme delivers tailored legal and policy support, facilitates regional peer learning, and provides rapid legislative expertise through the Quick Response Mechanism (QRM). It is a flexible, demand-driven platform that responds to evolving reform needs and delivers tangible benefits for institutions, professionals, and citizens across the region.

As part of the Partnership for Good Governance, 17 country-specific and four regional projects are implemented across Eastern Partnership countries covering the following key areas:
Strengthening justice
Countering economic crime
Promoting equality and non-discrimination
Advancing women’s access to justice and combating violence against women
* While the Partnership for Good Governance does not include activities with the participation of the Belarusian authorities, in line with the EU policy of non-engagement with Belarusian public bodies and state-owned enterprises enshrined in the European Council Conclusions of October 2020, activities may be organised with the representatives of Belarusian civil society and democratic actors as appropriate, in line with the European Council Conclusions of February 2022 and the Decision of the Council of Europe Ministers’ Deputies of March 2022.
