The Programme of Advanced Training in the field of Human rights, the rule of law and democracy for Southern Mediterranean (PATHS Programme) kicks off in Venice

The Programme of Advanced Training in the field of Human rights, the rule of law and democracy for Southern Mediterranean (PATHS Programme) kicks off in Venice

24 representatives from Algeria, Egypt, Lebanon, Jordan, Mauritania, Morocco and Tunisia attended the first Module of the Programme of Advanced Training in the field of Human rights, the rule of law and democracy for Southern Mediterranean (PATHS Programme) which took place in Venice (Italy) from 30 November 2015 to 3 December 2015. This regional initiative is aimed to provide a structured and comprehensive framework for training on Human rights, the rule of law and democracy, based on demand and tailored to the needs of Southern Mediterranean partner countries for the period 2015-2017.

PATHS have been developed as part of the European Union-Council of Europe joint Programme “Towards strengthened democratic governance in Southern Mediterranean” (South Programme II, 2015-2017). Norway, through a voluntary contribution, also supports the implementation of this comprehensive capacity-building initiative. 

The Programme builds on the experience of various Council of Europe bodies and programmes in existing human rights education programmes. It namely involves the European Commission for Democracy through Law (Venice Commission), the HELP Programme on human rights education for legal professionals and the Anti-Corruption capacity development programmes developed in the region.

This first capacity-building activity was focused on “Constitutional justice, transitional justice and the legislative process”. The next Module will take place in Strasbourg in spring 2016 and will deal with the European Convention on Human Rights and other international systems for the protection of human rights and fundamental freedoms.
