Training workshop for the General Authority for Monitoring Media Content (GAMMC) in Libya
On 2 June 2023, the Council of Europe organised a training workshop for 12 members of the General Authority for Monitoring Media Content (GAMMC) of Libya on monitoring media broadcasters.
Towards better media regulation in Libya

This training workshop, the first of a series to be organized with the Libyan partners, was opened by Toni Pavloski Deputy Head of the Council of Europe Office in Tunis, and virtually with Jallel Othman President of the General Authority for Monitoring Media Content of Libya and Patrick Penninckx, Head of the Information Society Department of the Council of Europe.

This training workshop aimed at supporting the role of the audiovisual regulator in Libya, in line with Council of Europe and international standards and national legislation. It provided an opportunity to :

  • enhance knowledge of the staff of GAMMC media monitoring unit with respect to international standards on media monitoring ;
  • present accessible practices of qualitative and quantitative media monitoring ;
  • discuss the challenges related to reporting over particularly relevant subjects such as hate speech and disinformation.
  • enable participants to identify current trends on technological aspects of disinformation and its spread in the news as to respond to the specific request of GAMMC

The members of GAMMC media monitoring unit were acquainted with the Council of Europe’s work to promote media-regulation in respect of journalistic ethical codes and human rights in the monitoring work, with a view to identify possible improvement for Libyan medias via regulator’s reporting.
