Morocco : Presentation of the Guide on care for Women Victims of Violence

As part of the implementation of law 103.13 on combating violence against women, which was promulgated on 22 February 2018 and came into force on 20 September 2018, the National commission for the protection of women victims of violence has drawn up a practical legal guide on the rights of women victims of violence, with the support of the Council of Europe. This work of awareness and explanation of women's rights will be disseminated throughout the Moroccan territory as part of the orientation process for women victims of violence. This guide will explain the most important rights enshrined in Law 103.13 both in a textual and visual forms to reach out to all victims. A video and posters relating to these rights will also be developed to reach a wide audience.

The main objective of this practical guide is to provide advice to women victims of violence on how to obtain different health and psychological support services, social services, and legal and judicial services. It is also intended for all persons working for the protection of women's rights and is an easily accessible and searchable tool, with a selection of a set of illustrations chosen from the different topics. The guide focuses on the actions and procedures to be followed in case women’s dignity or rights are violated.

The launch event took place on Wednesday, 15 December 2021, with the launching of awareness videos on Law 103.13 and a visit scheduled to the counselling and legal advice unit at the Rabat Court of Appeal.

The National commission for the protection of women victims of violence was created in September 2019, to strengthen the institutionalisation of coordination mechanisms between actors working on combatting violence against women, and to provide communication and coordination at the national level between the interventions of governmental departments and relevant central administrations. It also aims to contribute to the establishment of mechanisms to improve the functioning of national units that support women victims of violence, prepare reports and submit proposals to curb the phenomenon of violence.
The Commission is also responsible for strengthening and activating partnerships and co-operation mechanisms between regional and local commissions, civil society associations and other relevant stakeholders.

The promotion of equality and the fight against all forms of violence are listed in the EU-Morocco partnership as well as in the priorities of the Council of Europe Neighborhood Partnership with Morocco. This takes the form of support to institutional and civil society actors through various initiatives such as the Joint Regional Programme between the European Union and the Council of Europe (South Programme IV).
