Ethical and Professional Media Reporting on Elections in Libya

How to ensure the transparency of electoral communication and effectively manage measures concerning media coverage of election campaigns? These and other issues were addressed at the online training session on Ethical and Professional Media Election Reporting in Libya, which gathered over 20 participants representing Libyan state institutions, and civil society representatives online.

Ms Alina TATARENKO, Head of Division of Cooperation on Freedom of Expression of the Council of Europe, opened the training and highlighted the Council of Europe's human rights-based approach as a cornerstone for enhancing the integrity of electoral processes and fostering genuine free and fair elections.

The training programme targeted coordinators from the High National Elections Commission’s (HNEC)e lectoral offices, the staff monitoring members of the General Authority for Media Content Monitoring (GAMMC) and civil society representatives. It aimed at promoting ethical standards of election coverage and reporting, supporting civil society-led fact-checking and monitoring, and strengthening capacities of the electoral body.

The training was organised by the Project "Freedom of Expression, Media Pluralism, and Access to Information (SPV-FREXPLUME) ", component of the South Programme V, a joint initiative between the European Union and the Council of Europe, co-financed by the two organisation and implemented by the Council of Europe.
