Data Protection and Privacy Rights: launch of the First HELP Course in Jordan

The Council of Europe, in cooperation with the Ministry of Digital Economy and Entrepreneurship (MODEE), launched the first HELP course on data protection and privacy rights in Jordan on 15 September 2025.

The event brought together 30 representatives from relevant Jordanian institutions and the private sector to strengthen the personal data protection framework and to address emerging challenges related to privacy: the growing use of new technologies, the globalisation of data processing, and the cross-border data flows in both public and private sectors.

The HELP course on data protection and privacy rights responds to a crucial need to enhance knowledge and skills in this field. It offers an interactive and comprehensive training programme through 10 modules delivered online over a period of three months. The objective is to provide participants with practical tools and knowledge to address issues related to personal data protection safeguards at the national level, while adhering to European and international standards. These include, in particular Council of Europe Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data - Convention 108+, which remains the only legally binding international instrument in this field.

The implementation of the HELP course on data protection and privacy rights falls within the framework of the South Programme V “Protecting human rights, the rule of law and democracy through common standards in the Southern Mediterranean,” a joint initiative of the European Union and the Council of Europe, co-financed by both organisations and implemented by the Council of Europe.
