The Council of Europe is currently implementing the joint programme “Protecting human rights, rule of law and democracy through shared standards in the Southern Mediterranean” (South Programme V), co-funded by the European Union and the Council of Europe and implemented by the latter (2022– 2025).

To mark the end of this phase, the Council of Europe is launching a call for tender to select a service provider for the production of a 3-minute video highlighting the programme’s key achievements, regional impact, and perspectives for the next phase.

Expected deliverables:

• 3-minute video in English (with Arabic subtitles), including testimonials, motion design, and visuals.
• Filming and editing of interviews (in Tunis and online).
• Three short versions tailored for social media.
• Voice-over recording and integration of subtitles.
